Yes, the Park Service actually has wheelchairs that can be used at the Upper Falls . The trail grade is paved and gradual. There are some steps to reach some of viewing platforms but the main sites are accessible .
If you think swimming in waterfalls is cool, you MUST go to the Lower Falls ! I live in the DR and we can pretty much swim in any waterfalls there. The lower falls at Tahquamenon Falls State Park absolutely does!

Upper Falls Well-behaved, leashed dogs are permitted on all trails. Owners are expected to clean up after their pets . Dogs cannot be left unattended. Please do not leave your pet in your car or tied up while you eat at the brew pub.
